This happened in Pollachi in 1994. After my Dads death, my mom used to get family pension. When my mom died, i was still 17 years old and was eligble to get the pension till i turn 21. I need to register for this and provide necessary paperwork like my moms death certificate, legal hire certificate etc. At the age of 17 i didnt know all this and i was in need of this monthly pension to cover my college fees. I had an distant relative who was kind enough to help me with all this process till approval. This was approved by the local government authorities in the munipal office.

They released the payment and the lady officer gave me the token to collect the payments. She asked me to leave my belongings at her desk , collect the payment and come back and ********** her. I collected the amount around 10k, went back to her desk. She asked me to pay Rs.1000 for her involvement in clearing this out. I thought this was her job and she is employed and getting paid for doing this. However at that moment, I didnt have any option other than giving her this amount. At the age of 17, without parents, someone who is in need of support, encouragement had to face this with government officials.

I lost my passport and went to Thane Majiwade Police station to file FIR. This is a mandatory step to file FIR and get the details and submit to Passport office for getting new passport. I was in need of getting new passport immediately as i had to travel to US on business trip. In the police station, the person who was responsible for filing this FIR was not ready to register this and was giving all sort of reasons for not filing the FIR.He was accusing me , saying that they cant believe me, i am not telling the truth etc and asked me to wait. I was pretty upset and he made me wait for couple of hours and i was going to his desk in between asking him to register my case. Finally another police ********** came to me and asked for Rs.500. I gave it to him and he said now to go ahead and file the FIR. This was done in 10 mins. It was a shocking experience as i did not expect that for filing FIR i had to pay bribe.

I wonder if the entire amount would go into the governement coffers; lack of rest room in that area traps many people.

the constable was urging everyone to give something for "********** & **********" (translates roughly to love and satisifaction). Everyone was handing over notes of Rs. 100 or more. I too succumbed to crowd behavior and gave in to the fear of my application not moving if I don't cough up.

When I went to registrar with list of document he simply denied to give me my marriage certificate, I got married in my Native PLace in MP, I as I have to attend H1B Visa filing process with my Wife next week , I went to ask give me marriage certificate, I had document as my and my wife Identity proof , Bank Statement as I have been in Bangalore since more then 6 yrs, Date of certificate ofboth of us. As Sub registrar denied ,I contacted to one Broker which I found on Internet , I asked me to give 4K rs , your work will be done. As I am desperate I had given 4k Rs tohim, He went toregistrar andcomeback and asked if I went to registrar prior,I told him yes I went to him tocheck what are the document required for marriage and if we can register marriage with list of document we have and SubRegistrar Denied it. Broker said you should have directly contacted to me. He went again toSubregistrar and now Subregistrar is redy to give me Marriage Certificate with list of document I told him prior to give me Certificate. Broker clearly told me this is Gov office , you have to pay bribe to get M Certificate. As I had no option I gave him Bribe , But still I feel very bad to think what I did to get done my work. Just a question ; I know I should not pay bribe I am commited to not to doso in future , but if would have get my Marriage Certificate with what Document I had , why SubRegistrar had denied, As there is no facility to ask any higher officer Contact no where I should have to report this. Each Govt Office should have Escalation Matrix where our query can be escalated if not happening in estimated time or if someone is not listining to customer.
