I am disturbed that despite being educated and an aspiring civil servant aspirant I bribed

office -water and sewage connection , sector 17 , Gurgaon
I had shifted to Gurgaon sector 23, house no 120 2 months back.
The house is owned by by father in law , who have met an accident and is more than 90 percent handicapped , hence he was not able to oversee the property.
Now since 2012 , the water and sewage connection was available but there have been no bill , notice for the pending bill.
When I went yesterday to the office , they showed me that the bill is 54000.
I protested that the bill is too much and I was never notified, then he told me that he can reduce the bill to 20000 but I have to give him 12000.
I felt its better to pay the bribe then getting involved in applying for bill waiver and pursuing the case further.
