Bribe demanded for a domestic LPG connection

I went to get a domestic gas connection (I'd just started my career after my college) for my home. I went to HP Gas first but they didn't let me give a connection mentioning they are running out of registration documents (I don't know what documents). I came back after a week, but again the same story.
This time I again went back to them after a month, surprisingly the same story. I realized that the matter is something else, so I called up the Gas Agency owner directly citing the trouble I'd been to. That guy suddenly started shouting & threatened me when I warned him of a complaint with HP.
Since, I was a new guy in a new city, I backed-off and went to Indane Gas. The proprietor demanded a bribe of INR 7,000. Performing some basic calculations if I go for a private gas connection, I realized that investing INR 7,000 now and realizing a cash return of INR 300 (difference between Indane LPG and a private LPG connection) every 08 months (as I'm a single guy, so 1 cylinder runs for approx 8 months) would take me many many years to get a break-even.
With a probability that I might not be in Bangalore itself for the whole of my life, I dropped off from a PSU Gas connection. I'm still subscribed to a private LPG connection. I know it's costly, but these but our corrupt system hasn't left me with any other option.
