I waited at window for whole day

I needed to pay the road tax to RTO medchal, hyderabad. Also to submit application to get AP regn no. I did not go through the middleman. I waited whole day at the window in hot summer. The window clerk was accepting applications only from middlemen not me. He made me waiting whole day at the window and at last in the evening accepted the road tax DD, and gave me the receipt. Then he asked me to come back another day for AP regn no. application. Then I never went back to RTO office. Whenever traffic police stops me seeing my vehicle regn no., I show them road tax receipt and say the AP regn no. application is in progress.
