asked to pay bribe for my own money in PF a/c.

In NOV 2009 PF dept, sent my settlement my check to my bank a/c but on my fathers name and hence was returned, when I did follow up in 2010 i was told to submit an ASR form which I did but its 2012 and I am still waiting for my PF to be cleared that too without any interest. first of all i dont understand why I should do the running around for clerical error on pat of the employee who prepared the check, secondly despite me getting the form signed by my bank once and the other time by a gazetted officer as per the rules laid by the government. When I went for follow up I was told to fill the ASR again and clearly told that this could take another year or so or I could pay bribe of 6500 and get this done quicker. I dont want to pay any bribe as I thik it is my right to get my PF in full as that is my money, this whole thing seems like another government scam where the government is getting interest on my money but not willing to pay me that interest, also as per the clerk in the dept I met, when I asked him can the ASR be signed by a gazetted officer he said no it has to be signed and stamped by my previous employer or the bank manager which is clear violation of the norms laid by the government it self. Something is not right it seems government it self is trying to force people to pay bribe. Somebody please help.
