Being informed that we need to pay up bribe of Rs 5000 per flat to officials in Property tax department to initiate a new account of property tax for our new flat!

We have been informed that the upfront bribe amount of Rs 5000 needs to be paid for getting our property tax account opened. We live in an apartment complex which has nearly 500 flats. Imagine the amount it makes up to! I don't want to pay up this amount, but will the work get done in the natural course if we don't pay up this illegal bribe? Suggestions for this problem are welcome. Hope you understand the plight of hard working salaried people who are already under the burden of loan payment and inflation!
