Conveyance of the Society

Our society is preparing for the Conveyance of our society as the builder has not done since 1982. We have come to know from some agents that the bribe amount will be more than 5 lakhs plus commission to the agent to get it done. This is ridiculous. If we approach directly to the authorities, he has ample scope of harassing us. He will ask for lot of documents which is not feasible to produce. Is there any way out to get conveyance without paying bribe?
