Flat Registration - How do I avoid paying bribe??

Hello, I am planning for registering my flat on 21st July 2012 at sub-registrar office in Sarjapura. I have been asked by the builder to keep Rs.28000/- ready cash in hand for miscellaneous expenses. If i protest then fear I may not be able to get the registration done. Pls advice what should i do?
