Help less Again

i have just started a restaurant in thane city iam having all the licence[Gumasta,Food Licence,Fire Bridget noc.] except eating house licence for that i need to go through police verification where i had already submit all of my documents. police said we take some fees[bribe] to send this file to another department when i said i will not they started delaying my licence iam getting lots of trouble of getting this licence i dun know what to do and where to do! 1st i thought should i go to anti curruption department thane. but i though they may have connection with police department too i cant belive all these people too.
as i have invested some amount of money for my business right now i dun have any thing to give to them iam really helpless i dont know how to fight with all these situation just hoping for the best. i really dont want to give bribe to such loosers as they are saying there will be chace to put case on me for not having that licence and trying to frighten me :(
