Police did verification for fresh passport thrice. Is it normal?

I live in a Govt Quarters in Bangalore. I applied for passport. So Adugodi Police did verification.

1. First, they called me over phone for verification on Saturday, 4th July 2012 when I was in office. So, I took half day leave and went to ********** police constables who were waiting for me at my house.They just saw my face and asked me to come to police station on Monday, 6th July 2012 to sign a paper

2. I went to police station on Monday and signed the paper. The police constables asked me again to come to police station for verification so that inspector will see my face. They said they will call me over phone about when I have to go to police station

3. I am yet to go to police station for the third time.

Is this kind of police verification normal. My friends just went to police station once to get their passport but they paid bribe to police.
