Disgusting Scoundrels!

I have been told that I'll need to pay an amount known as Adjustment Charge, which is paid "Under-the-table", or more specifically a bribe. This is due to the fact that RTO only accepts Passport & VoterID as proof for address & identification. By paying the bribe, they will register the vehicle despite these documents not being in place. This is anarchy to say the least.

The dealer is not offering me the option of registering the vehicle on my own, and hence I am left with no option but to pay a bribe to an ugly scoundrel who will probably get drunk with my hard-earned money.
