What a pity that you had to pay a bribe! You could have mentioned to the police that you know your rights and that you will complain to higher authorities if they demand a bribe. You could have visited the website of the Ministry of External affairs at http://passport.gov.in/

Here the details of how the passport is to be obtained is given in great detail. The status of your application can also be checked there. There is also a Tatkal scheme under which you can fast track your passport application.

Complaining to the CVC would prove to be useful. I would suggest that you make a written complaint about this case to the vigilance authorities mentioned in the website of the CVC www.vigeye.com. There are several instances reported in our -I didnt pay a bribe section where citizens have successfully resisted demands for bribes for the issue of passports and for the police verification. It is only if we stand up and be firm about not paying a bribe, that things will change.
