I had applied for change of address on June 4th in RTO-ELECTRONIC CITY- BANGALORE. Since it was inter-state address change, I was told it will take 45 days for issuing the same. After 45 days I went and I was told it will take another 25 days because they did not get the authenticity proof of my NOC from the Chennai RTO.

I am traveling abroad first week of August and hence the International driving license and the extract letter to apply for new license in that country is mandatory.

I was later approached by a broker, who told me that with 7k he can get the job done in 24 hrs. I am very certain he was sent by the officials themselves.

He paid from Peon to Asst. RTO to get the file moving and issued the license. Understanding my critical position and the desperation I showed they dragged it for 4 days and increased from 7k to 9k. I have not got the documents in hand yet. I am writing out of sheer frustration and the hurting experience.

The Lady superintendent in license processing section was at her worse. She refused to move my papers even when the amount was offered, just because her peer got the money before she got.

The Asst. RTO (ruthless, in-human, man with no self-esteem and cheap money minded bureaucrat) treated like a street dog, not even having ears for the situation and understanding the issue.

A nightmare experience, my effort of getting the documents through proper channel and letting the officials do there duty is a total waste. Until I showed up on the 45th day, NOTHING was processed and I would have been waiting and waiting....!

I feel ashamed that I fell to the trap and given up my policy of NO BRIBE, but later realized, it is not by wish but by situation that even with a genuine application and all proper records, you still have to go THERE way.

In rating, RTO - ELECTORNIC CITY clearly wins the GOLD, SILVER and BRONZE in corruption.
