BBMP people asking for Bribe

BBMP people will come tomorrow morning to take bribe amount of Rs 5000. I know without bribe they will delay of work and shall create lots of unnecessary issues. Also every one informed be to be ready to pay bribe. So I am ready to get for this. But calling from office landline number and asking for bribe is really new for me. I offered same amount of govt tax but they asked more that that. I am paying Rs 3700+ as tax but they asked initially for Rs 6000 but later agreed for Rs 5000. I do not want to pay bribe but what might be other options if I cant go regularly to their office by taking leave from my office?
