Bengaluru Customs at the Airport

i was returning from UAE with small TV. Officer asked 8000 bribe. It was 3 AM and was really tired to fight. I pleaded and settled it for 2800. I saw at least 100 people fill his pockets. But I felt really bad paying him. Why aren't powerful cameras kept in that section of Customs? Why don't we catch them? Obviously to facilitate such nonsense. Every friend has faced this even if the TV costs under the importable sum of 25,000. Why is the importable sum so low? Obviously to facilitate bribes.
