I was in need of my Birth Certificate and was able to pull the records from Southern Railway Hospital, Perambur, Chennai where I was born on Sep.23, 1968. The details was sent to the Chennai Corporation from the hospital and I had a tough time to register in the corporation records. Every follow up made me run from pillar to post, since I was needing the Birth Certificate urgently and also on the indefinite delay, I had to find out an agent who works in the corporation through my friend and finally have the job completed. I just wanted to register here that people like me or not voluntarily paying bribe but forced to do so on the circumstances created by the issuing authorities.
