Its written at Nuzvid (AP) registration office that an EC can be provided in 10 min over the counter for a fee (I think Rs. 100). But, the agent there had taken 500/- and got the EC the next day!!
And for registering the agreement of the property, the sub registar said he need to inspect the land for which we needed to arrange a car for him and pay 1000/-
I felt no difference between a begger and the officer taken the bribe. In a way, begger is better as he begs but the officer demands.
