Bribe for LL

I entered through a driving school to get LL and they asked us Rs250 as a 'processing fee' Further when i investigated i found out that this is a bribe for faster processing of Learner's Lisence. When i asked why they are paying they said that it is so that we get lisence easily else it becomes very difficult.

This is a whole organised bribing system from Driving schools to RTO's and imagine the money they make through these bribes everyday, just disgusting.
