Sir,

i was smoking inside a street.Near by me people were smoking also.it is a free area where i wasn't infecting any one . you will find a lot no of buds and tea cups on that area.suddenly the mobile officer came to me and asked. he asked my identity.so i gave my pan card.he kept in his pocket and asked me for 500 rs fine where as the fine should be 200 rs. so, i managed with him by bribing 100 rs.Is that a crime smoking in that zone because It is not the place nearby to any institute,hospital,railway,main road.Is n't it a way to earn money from this?
