bribe for submitting and collecting certificates

The officers who issue entry passes talked me into paying Rs. 300 for just submitting my original certificates to the attesting officer. And while collecting, despite a letter ref. no. from my university stating that the certificate has been verified, the peons refused to pick my certificate from the incoming mail and submit it to the signing authority. He brought the unattested (unsigned, unembossed) original certificate and asked me to pay Rs. 300 to even give it to the officer. This really shocked me. So, I had to pay Rs. 600 for getting a attestation on my hard earned degree certificate.
