The cost of sparing ourselves nasty unpleasant experiences

The RTO Electronic City branch is in shambles. Filthy sacks of cement lie along with broken chairs, dumped under a horrible stand, the only place to keep papers on, that you have to sign. I have been driving for over 30 years. Since my return to India, I wished to renew my expired license. I loathe the experience. No clear chart about how much to pay, and for what. You have to trust an agent when he says "Ma'am, they may fail you because..." "Up to you ma'am, how much do you want to pay? Then everything will be taken care of." I loathe that citizens have to be in this ugly dilemma. I HATED the place so much I paid up never to come there again. The 'driving test' was a farce. The inspector didn't see how well I drove. I didnt get any feedback. Pass? Fail? The agent told me I passed because of the money I gave them. Who pocketed it? I don't know.
I am ready to pay even Rs2000 for renewal but it must be CLEAR AND TRANSPAREnt what I am paying for. And that the money goes to IMPROVING the filthy public premises. What a shame.
