DL did not posted and kept with them

In Batterahalli RTO office, They did not post my DL even after 40 days of passing the test.
When inquired they told we have lot of work and the work is in progress, When I insisted them to give the DL now to me rather than posting it (because that will take an other 2 or 3 days and there is not guarantee that post man will deliver properly) .

They asked me to pay Rs. 100. I paid and took my DL. If i don't pay they could delay further and may trouble in any other ways.

while I was taking my DL I could see around 100 DL's still with them and looks like they were expecting to collect 100 each from them.
