Even though i have valid details, I got to pay 600 to get gazetted officer signed on the application form.

I am a resident of Saroor nagar, Hyderabad.Because of bifurcation , i have to get new fsc card, caste and income certificates. I went to mandal office at saroornagar and bought application forms. When i filled up the form with all valid details and documents, i was asked to get gazetted signatures on all the forms. for which i got to pay 200 per application. not only me there were hundreds of people paying them bribes and got everything signed. There was a man by name lakshma reddy who kept working on taking bribes for signatures and filling his pockets. For my surprise, the next day when i went there with a friend to take the signed documents, they said, we dnt need to get any gazzeted signatures on any of the applications.
what the hell?
