Government Registrar demanded bribe

This is additional information to a complaint posted two days ago.

We are three NRIs who were selling a flat inherited from our father and the buyer's lawyer had requested an appointment from the Registrar to get a Deed of Transmission registered. Our lawayer informed us that the Regisrar was demanding a 'cash fee' for giving this appointment of Rs. 75000. The appointment was on 16-4-2015 at 2pm at The Old Customs House, Shahid Bhagat Singh Road, Mumbai 400023, near Lions Gate. As the three of us had flown from UK and the buyer had flown from America and was leaving that weekend we felt we had no choice but to pay. We went to the same Registrar the following day - 17-4-2015 at 4 or 4.30pm - to register the Sale Agreement for the flat. The buyer informed us that she had also had to pay Rs 20000 to get the appointment.
