INR 100 being charged for Aadhar Card enrolment

Owner of the premises: Vimal Nirmal and Sunita Nirmal

Address: Shop 64, Harmony Mall, Oshiwara, Mumbai
This is regarding an Aadhar Card Enrolment centre located in Harmony Mall, Oshiwara, Mumbai, where the people running the centre are asking INR 100 from everyone coming to enrol for an Aadhar Card (enrolment for the same is free as per the Government of India).
When I asked them for what the amount was being charged, I was informed that these are the "service charges" for running the centre in a mall. Obviously, I was not provided a receipt for these "service charges". The people operating this centre are taking INR 100 from everyone coming for enrolment.
