Marriage registrar demanded more money from me for marriage certificate

I went collect my marriage certificate along with three witnesses. After waiting for close to an hour, the certificate was done. But before giving it to me, the officer demanded that I pay him 1000, while the fees on the receipt was under 300. I asked him if he can bring it down, but said it was not possible. This was not including the 400 which I paid few months earlier for the purpose of marriage registration. Totally I paid 1400. The incident took place at BDA complex in Domlur, which is near indiranagar. Date and time of the incident was the 4th of March, between 10 AM and 12 noon. I do not know the name and designation of the officer who demanded the money, but the officer mentioned on my certificate is R Ramprasad, Marriage officer. Please take action.
