Misuse of resources and encouraging corruption

I lost my medical health card provided by Govt of India to retired employees. As per the stupid rule, I have to get a police clearance and file it at eseva.
Police department who is known for their inefficiency solving the crime and not able control law and order, are assigned to do the paper work for this process. Police personnel are happy to come to individuals home and collect money in the pretext of investigations.
On this day I had to pay Rs. 100/- to a constable.
