No receipt was given for Rs.3500 at Ulsoor RTO office

It was drink and drive case. Police collected the driving licence copy and Rs.3500/- at Ulsoor RTO office. They said it is to avoid going to court. Is this the right way? Any govt. establishment provides the receipt while collecting the money. This was done with close to 50+ people in same office.
