Nobody can escape the infamous Vashi Octroi naka without paying bribe

We are a Pune based company and send supplies to Mumbai quite frequently. The octroi officials at Vashi never let our tempo pass through without taking the bribe. If we wish to pay the tax honestly, they allege that the bill is under-valued and as such it can not be accepted. There have been instances when our tempo has to hault for more than 24 hours when refused to pay the bribe. They then refer us to their touts who then negotiate the bribe. After paying the bribe and getting a fake receipt of approximately 5% the bribe paid, we have to give another 100-200 rupees to the policemen sitting at the exit gate. This is an open loot of our hard-earned money and I wonder why the authorities turning a blind eye. Why do you have to keep Octroi-clearing agents? Why don't you install CCTV cameras there to watch the officials? Why don't you perform sting operations?
