Paid bribe to register a property

Last week got a property registered in my name by putting in all the money I had saved from my salary and by taking a loan from a bank.
I had all the necessary documents from the builder and myself and had taken the DD required for the registration.
I was present in the sub-registrar office by 9 am.
Saw people being given preference who came after I came in.
Then was told by a peon kind of a guy working there that if I want to get the property registered I need to pay a representative of all these sub-registrar worker who sits in a corner.
They asked me a whooping Rs.20k for the registration.
Had to negotiate to bring down the amount and once I paid, the process was over with in next 20 mins.

Bloody scoundrels.

And the most important thing that I got to know was that not a single property gets registered without paying the bribe. And there are fixed rates for plots of particular dimensions.
