Paid bribe to the Office Of The Sub Registrar through the builder

This incident happened today afternoon at around 1:00 PM (March 19th 2018) at the XXXXX My property registration was planned today. I own a 2bhk flat no 303 at XXXXXX. The total value of the property registration came to 364650(5.6% stamp duty) + 71500(registration charges) + 35750 = 471900 roughly. But the builder(represented by his SPA who is head of marketing and sales asked me to get along INR 25000 in cash to pay as "bribe"/other expenses to him which he claimed he had spent on greasing the hands of "concerned officials" to ensure a smooth and hassle free registration process. He forced me to pay him the amount. I didn't want to but being educated and wanting to uphold my dignity and act with prudence(wanting to avoid scene at a public place), I negotiated and finally paid him INR 16K instead of 25K. However, I feel the builder is hand in glove with the officials of the sub registrar and connived with them . Moreover, he had got his sister and mother to sign NOC on their rights as a claimant to my property(as my flat was constructed by the builder on the land owned by some third party who appears to be the relative of the marketing and sales head ) I request the concerned authorities to kindly initiate action against such mishappenings. TheXXXX office walls are full of posters depicting stern action against any sort of corruption. I guess to avoid getting caught, the modus operandi of bribe accepting corrupt employees has changed. They now directly accept bribe from the builder instead.
