Police shaking down travellers for money as passage fee

Location: Madumalai National Park entrance near Karnataka-Tamil Nadu border.
Designation: Sub-Inspector of Police, Gudalur Police Station
2 officers in a highway patrol vehicle parked on the side were flagging down all vehicles and demanding travellers, esp. in Karnataka regd. vehicles to pay for permit fees and were demanding it as a fine for not getting any permits to come in to TN through the forest highway. We were in a personal car and were travelling on the national highway and explained to him all this and he started shouting at us that if I continue to argue, my fine will go up to Rs.3000 and I will be taken to police station in their jeep if I don't pay them right now. Fearing unnecessary tussle with the police when I had a senior citizen, 2 other ladies and a 1yr old baby who was already crying, I paid the officer the amount he demanded. He gave a written notice to me but did not mention the amount on it or the reason for the fine. The notice seems like it is for not producing documents like DL or Insurance etc but nothing about permits etc. I had all the documents he demanded.
