I have purchased from a flat from a known person. While completing the documentation, registration department indicated that I need to pay 10% of stamp duty as their formality. When I refused to pay, he went on to say that they have several discretionary powers under which, they can ask the documents for the flat upto 50 years. He also indicated that he can ask for encumberance certificate for 50 years and a certificate from the RDO that there are no mines or precious stone quarry in that place. Though we are educated, we will be caught unaware due to our busy time schedule and get rid of the head-ache. I had to pay INR 30,000 as bribe to complete the registration formality.

When I narrated this to my friends, everybody had the same bitter and disgusting experience but ultimate motive is same to lure money from the public.
