So shameful that even after paying taxes I had to pay bribe for marriage registration

Yesterday on 23/7/2015 I went to Mahadevapura registration office (adjacent to HP office).
Everything went smoothly (apart from some seemingly unnecessary waits) and I was cheerfully helped by a old man (probably a clerk or something) as I had all the proper docs and everything (as I have my own flat in that area).
Now finally when the time to enter the data in computer system came I asked for payment
amount several times but the lady entering would not reply anything (I could see that the amount was 130 Rs in the screen). Finally when everything was done the old man approached me and asked for Rs1000 (citing his helpfulness). I was with my wife and family for this important occasion and was in shock and my wife was also embarrassed and we gave the 1000 Rs. At time I didn't protest much as I was already under stress due to personal reasons. But because of this incident I could not sleep yesterday and today I thought of sharing my story to feel lighter. Several thoughts came to my mind:
a) I myself toil and take stress for 10-12 hours daily in private sector to afford a middle class life style and these people who have secure govt. jobs with all the perks are making
so much money by almost doing nothing.
b) Additionally my salary is taxed but their black money is not.
c) So many better and more qualified people than these corrupt officials toil day and night
as waiters in restaurants etc only to make small amounts of money. My money would have been better spent if I spent that particular amount on them. Don't these officials have any conscience.
Last year for registration of my flat I had to pay Rs 20k as bribe. I don't speak Kannada and I am not sure if they are any different to people who speak Kannada.
I just wish somebody hears me and does something. I don't mind spending some more money (its killing my conscience) to bring these thieves to book. Pls feel free to mail for further info.
