Srivaikuntam Police station asked for 20000 Bribe for filing FIR for loss of Sale deed

Mr. Vivekanandan from Alwarthope wanted to make a FIR to get a duplicate copy of sale deed for a land. Since he lost the Sale deed and wanted to get the copy from Registration office from Srivaikuntam.

The registror asked for FIR and News Paper add to give the copy of sale deed.

Can someone address and avoid the 20000 bribe and take the FIR to support citizens?
