Sub registrar office openly ask if you dont give bribe

This incident took place at Rajajinagar Industrial Area sub registrar office at bangalore. When i had to paid 1900 as fees for the registering the property, I was asked to pay 3000 as "office expense" by the signatory authority. When i said i dont have that much money, they are willing to bargain, but nothing less than 1500/- which was the final amount i had to pay.
Further, I was asked to pay 100 to the typist cum biometrics person( which that lady felt was not enough and asked for more). Rs 100 was paid to the person who checks and confirms that all documents are in place.
None of the activities proceed in this office till you have paid the bribe amount. This incident happened on 30th Dec 2015 around 12 noon.
