To Transfer the katha

i paid a bribe of 5000rs to a employee at bbmp office, kudlu gate, bangalore to transfer the katha of my recently purchased site to my name. I was not aware of the sakala program from govt of karnataka, where we can submitt all the documents and the officers have to complete the work in a time.
