Travelling in luggage compartment

So, I am new to mumbai and I dont know the way arounds of Mumbai train service. Today I got on the train from lower parel to churchgate and I got on in lugguage comapartment. Me being non mumbaiker, I don't know how to read hindi and the compartment doesnt have any signs as to what type of compartment it is. In Mumbai Central station an officer came to me and said its illegal to travel in luggage compartment and I have to pay fine and he took me to RPF station. There I told the officer that I am new to Mumbai and please leave me with first warning, but the officer insisted on paying bribe. Officer wrote some 200/- rupees in the bill and pocketed 300/- and there were fellow travellors and they were jailed for not paying the bribe. What if I don't have 500, I would have jailed too. Now I know why non Indians think our country is worst. Me being person from outside state think Mumbai is a place where you get ripped off. This happened in Mumbai central RPF station, around 10:30 am, the officer is a big dark looking guy, sitting in the station.
