when I purchased PLOT goverment did not mention any where that plot comes under Urban ceiling land, now when I approached municpal office for HOUSE permission after 4 years of purchase they are asking me to get ULC certificate which I need to pay fine for government mistake
I paid bribe of 10k to get the ULC Memo
OTHER WISE I need to pay fine of 1300 per square yard
