Wearing Helmet also having bike document than also fine

Mrs Anju Malviya, at Kolar On Nehar Red light signal.
I am wearing my helmet also having my bike documents.
She stop me and said show documents when I showed her she kept my bike registration card and saying now pay Rs1500/-
And her colleagues push me when i ask for what this fine and he tried to raise hand on me.

I want to know what I hav done and for what she demand me amount.
Her comment today I not tore a 1500 slip u hv to pay that.
