How to Register a New Vehicle in Metros

Procedures mentioned below pertain to major metros of India:

 

 

Any vehicle when purchased can be driven or allowed to be driven in a public place only after registration by registering authority as under the provision of section 39 of the Motor Vehicle Act, 1988.

 

 

After the purchase of a vehicle from a dealer, you have to approach your local zonal office of the Transport Department for registration of private/non-commercial vehicles. One can locate their respective zonal offices through official website of the Transport Department of Delhi. For registration of commercial vehicles, you have to approach the office of Main Line Operator-M.L.O.(HQ),Transport Department, Under Hill Road,Delhi-110054.

 

Process Flow:

 

The registration procedure includes the vehicles to be inspected physically by the Inspecting Authority at zonal office for its particulars followed by registration.

 

Required Documents:

 

  1. Form 20 duty filled up.
     
  2. Form 21 (Sale certificate) issued by the vehicle dealer
     
  3. Form 22 (Road worthiness certificate) issued by the which manufacturer
     
  4. Attested copy of valid vehicle insurance policy/cover note
     
  5. Attested copy of address proof at which vehicle is to be registered.
     
  6. Attested copy of the G.I.R. no./Pan no. or Form 60/Form 61 of or from the owner
     
  7. Form 34 duty signed by owner and the Attested copy of the G.I.R. no./Pan no. financier in case vehicle is bought on Hypothecation
     
  8. One-time road tax as applicable
     
  9. Prescribed fee for registration
     

After the allocation of registration numbers, a fee slip is given to the applicant on the same day and the above documents are kept by the zonal office. The registration fee slip can be retained as registration proof till registration certificate is not delivered.
 

The registration certificate Form – 23 can be collected on any subsequent working day after depositing the registration fee slip


 

  Bangalore

 


Any vehicle when purchased can be driven or allowed to be driven in a public place only after registration by the registering authority as under the provision of section 39 of Motor Vehicle Act, 1988. After purchasing the vehicle from a dealer, the applicant shall produce the following application/documents/fees and tax paid challan.

 

Required Documents:

  

 

1. Application in the form no - CMV 20 (in duplicate if the vehicle is covered with Hypothecation/Lease/Hire purchase Agreement duly obtaining the signature of the financier)

 

2. Sale Certificate in the form no CMV 21.

 

3. Valid Insurance certificate.

 

4. Proof of Address: (to produce any one of the following)

  • Ration Card
  • Passport
  • LIC Policy
  • Electoral Roll
  • Telephone Bill
  • Electricity Bill
  • Water Bill
  • Caste Certificate (SC/ST, Backward Class and Minorties, etc.) and Income Certificate issued by Tahsildar.
  • Pay slip issued by any office of the Central Government or a State Government or a Local body.
  • Self-swearing Affidavit by an applicant before an executive Magistrate or a First Class Judicial Magistrate or a Notary Public as evidence of age and address.
  • Proof of legal presence in India in addition to proof of residence in case of foreigners.
     

5. Temporary Registration issued by the Registering Authority if any or Trade Certificate issued by the Dealer.
 

6. Road-worthiness Certificate in the form no CMV 22.
 

7. Form CMV 22 A issued by Body Builders (EX. Goods vehicle, bus etc.)
 

8. Customs clearance certificate in case of imported vehicle with licence and bond if any.
 

9. Prescribed Registration fee to be paid at R.T.O Counter/Treasury.
 

10. Tax payable after assessment (depending upon the category of vehicle).
 

11. Fees for Fitness Certificate in case of transport vehicle.
 

12. Hypothecation/Lease/HPA entry fee (if applicable).
 

13. Income Tax PAN (photocopy) or Form no. 60 or Form no. 61 (in case the applicant is an agriculturist).
 

14. Bona fide agriculture certificate issued by the Tahsildar in case of registration of Tractor-Trailor unit used for agriculture. In case of trailor or a semi-trailor, design approval proceedings issued by Commissioner for Transport to be produced.
 

15. Permit proceedings in case of transport vehicle.
 

16. Advance registration allotment letter if any to be enclosed with fees paid proof.
 

17. Three passport size photographs of the applicant.
 

The application along with above documents shall be produced before the Registering Authority along with Vehicle for inspection.
 

After inspection of a new vehicle, if the vehicle complies with requirements of the Motor Vehicles Act and rules made thereunder, the registration mark will be assigned to the vehicle on the same day.
 

Note: The Registration Certificate will be delivered after two days between 4.30 pm and 5.30 pm.

 

 

 

Chennai

As per the Transport Department of Tamil Nadu, any dealer may apply on behalf of the owner of the vehicle or if already registered temporarily, the owner may apply for registration.
 

1. Documents required:
 

  1. Application in Form-20 (in Duplicate – if it is with HP)
     
  2. Sales certificate in Form-21
     
  3. Pollution under control and road-worthiness certificate in Form-22 from the vehicle manufacturer
     
  4. Pollution under control and road-worthiness certificate in Form-22 A, where body is fabricated
     
  5. Pan card or GIR or Form-60/61 of I.T. Department
     
  6. Insurance Certificate
     
  7. Proof of address (any one of the following):
    (a)   Ration Card
    (b)   Electoral Roll
    (c)   LIC Policy

    (d)   Passport size photo
    (e)  Affidavit sworn by the applicant before an Executive or First Class Judicial Magistrate or Notary public.
  • Passport size photos (3 copies).
  • Life Time Tax for Non Transport Vehicle.
  • Unladen Weight Certificate for Transport Vehicle.
  • Permit-sanctioned proceedings for Transport Vehicle.
  • Temporary Registration Certificate for temporarily registered vehicles.

                                   
2. Fees

  • Invalid Carriage Rs.20/-
  • Motor Cycle Rs.60/-
  1. Light Motor Vehicle –
    (i) Non Transport Vehicle Rs.200/-
    (ii) Commercial Vehicle Rs.300/-
    (iii) Medium Goods Vehicle – Rs.400/-
    (iv) M.P.M.V.  -  Rs.400/-
    (v) H.G.V.       -  Rs.600/-
    (vi) H.P.M.V.   -  Rs.600/-
    (vii) Imported Motor Vehicle – Rs.800/-
    (viii)Imported Motor Cycle – Rs.200/-

     

3.  After submission of all the above mentioned documents along with the fees, submit all to the Regional Transport Officer (or) Motor Vehicle Inspector, Grade-I /II.

 

4. This will follow the inspection of vehicles by the respected official of the RTO
 

5. Time limit for service to be rendered is 3 days.

 

 

 

Kolkata

In order to register a new vehicle, you have to approach your local motor vehicles office of the Transport Department for registration of your vehicles.

 

Process Flow:
 

The registration procedure includes the physical inspection of the vehicle to be registered by the Inspecting Authority at the motor vehicles office for its technical details. Thereafter, the Registering Authority will check the other set of documents submitted for registration and thereafter shall issue a registration number for that motor vehicle.

 

The documents required to apply for registration are as follows:
 

Documents Required:

 

1.      Form 20 duly filled up.

2.      Form 21 (Sale certificate) issued by the vehicle dealer

3.      Form 22 (Road worthiness certificate) issued by the manufacturer.

4.      Valid vehicle insurance policy/cover note.

5.      Copy of address proof of the owner (along with the original).

6.      Form 34 duly signed by owner and the financier in case vehicle is bought on Hypothecation.

7.      Proof of Garage Address (for Transport vehicles only).

8.      Temporary Registration & related documents, if any.

9.      Offer Letter (for Transport vehicles only).

10.  Any other relevant documents.

 

Note:  Registration fees will have to be paid at the time of application. The above documents will be kept by the motor vehicle office. The registration fee receipt can be retained by the owner as a proof of having made an application for registration. All taxes will have to be paid to complete the process of registration.

 

The registration certificate in Form – 23 or 23 A, can be collected thereafter

 

 

Mumbai

 

In order to register a new vehicle, you have to approach your local motor vehicles office of the Transport Department for registration of your vehicles.

 

Documents Required:

 

  1. Collect and fill Form 20 from the counter
  2. Sale certificate in Form 21 given by dealer
  3. Roadworthiness certificate in form 22 ,22-A from the manufacturer
  4. Approval from Transport Commissioner
  5. Purchase invoice (for vehicles attracting life time tax)
  6. Temporary registration if any
  7. PAN number or Form-60 in two copies (expect 2 wheelers )
  8. Valid insurance certificate
  9. Address proof
  10. Roadworthiness certificate in form 22-A part II from the body builder for transport vehicles
  11. Bill of entry for imported vehicles
  12. Octroi receipt if registering in municipal limits
  13. Manufacturers certificate for invalid carriage
  14. Customs clearance certificate in case of imported vehicles along with licence & bond if any
  15. Design approval from transport commissioner in the case of a trailer.
  16. 7/12 abstract or Tahsildar certificate in the case of agricultural tractor & trailer for Tax payment.
  17. Entry tax payment proof if any vehicle, body or tanker is purchased from outside the state.
