This report is about how we successfully got our BESCOM meter transferred to our name under the leadership of Raj (my neighbour).
I moved to a new apartment last year and including me, many others had to get their meter transferred to their names. Some flat owners approached BESCOM, Chandapura and they were directed to a third party (broker) by officials. Rs. 1500/- was the charge for getting the meter transferred. This was Rs. 1000/- more than actual cost of 500/-. Since this is one time activity, few were ready to pay the bribe. On the other lines, "group discounts" on bribe was also offered.
Then around 2 months back, Raj took the initiative to get the BESCOM meter transferred without paying bribe. 20 people joined him. He took all the pain to get the transfer forms, getting the notary, collecting documents from everyone, submitting the documents to AEO, BESCOM Chandapura, etc.
After submitting transfer requests for all 20 applicants, he also followed up on the progress of the applications. And now we successfully got the meter transferred for 20 flats without bribe.
Other flat owners who have not yet got their meter transferred are also planning to follow his path.
