Police Officer at Exit Gate tried to extort money

I came from US yesterday. The customs website (http://www.cbec.gov.in/travellers.htm) says that we can get an additional laptop over and above the allowable limit for dutiable items. I got a brand new laptop (along with my personal laptop that I use for work). The policeman at the exit gate stopped me and said that new laptop is not duty-free. He wanted to extort money. I said according to the rules, one laptop is allowed. He didnt agree. I went to the customs officer instead of paying bribe to the policeman (policeman's subordinate came running towards me and asked me again if I really wanted to go to the customs officer instead of paying the bribe). When I talked to the customs officer, he also said that the laptop is dutiable but he saw the receipt and said that its under 35000 (which is the allowable limit). So he asked me to go without paying. Now I met the policeman again at the exit and he said I went to the wrong counter! (He wanted to extort some money so wanted to send me to some other counter!) I said politely that you asked to go to Customs and I talked to them already but he did not agree. I slowly started moving forward but he was insisting on his point. The other policeman said to him 'arre chor na' and only then he became little soft and let me go. Is there a way to complain for such police officers standing on the gate and looting people? I got away but I am sure they loot other innocent people. This happened around 8:40am on Terminal 3, Delhi International Airport.
