Refused Rs 1000/- for reconnection

I pay electricity bill by internet MSEB. They get notification of payment much later, so in this instance, even though my dues were overpaid by Rs 40/-, the department disconnected my electric supply.
Now even after paying the reconnection charges (for no fault of mine), the linesman is asking for Rs 1000/- I HAVE REFUSED ! LONG LIVE - INDIA AGAINST CORRUPTION !
