So if u want u can make a difference. Start with yourself.
I know it is idealistic, but you should avoid paying bribe and secondly report the matter. Try to get photographic proof too. Else it will simply go on.
Since the last 5-6 years I have vowed not to bribe anyone - and if its my mistake I admit it, apologize and see if he lets me go. If he tries to take a bribe I offer to pay full fine. I have paid 500 Rs after taking a challan - but refused to slip him 100 bucks to get away.
Similarly I got my marriage certificate done at the Municipal office without paying the tout (was demanding 5000 rs). I also got my passport renewed without a agent. Was done smoothly with the basic fees Rs 500 odd. I also got my traffic license by side stepping the tout - it took 4 hours at the RTO, but still I got it done.
