I have got numerous jobs done in Delhi without paying a bribe- getting a duplicate birth certificate, passport,marraige certificate, stamp papers.

I beleive that a bribe is paid because it is more convenient than following rules. Lack of information about rules and tools makes us pay a bribe. RTI and the threat itself of press coverage are good TOOLS to scare off the bribe mongers.
