General advice on how to obtain a birth certificate is given in the national portal of the Indian government, which can be seen at http://india.gov.in/howdo/howdoi.php.

Normally, a birth certificate is issued after police verification. This is a corruption prone process, particularly as the police and revenue officials have wide discretion to cause mischief, file a false report or cause interminable delay.

pleasefile an application for your birth certificate. In case the mandal office says that it is not available, please apply for a fresh birth certificate on the basis of police verification. At every step, please be prepared for delays. Please file RTI applications asking for the details in case of details, Also it is worth filing a grievance in the District Collector's office, if the MRO is delaying matters.
