Ready to pay the fines but not Bribe

One day I was driving my car near a crossroads in Ameerpet., I do not drive through that road much so I did not know where the turns were exactly. So I took wrong turn very cautiously looking for sign boards, but could not find any. After taking the turn a Traffic constable stopped me on the road, and said he kept waving his hand, which I did not notice as he was on the opposite side. So he asked me to pay the fine, I tried to explain my story to avoid any bribes or fines, but were in vain. So just out of curiousness I asked him what to do now... he thought for some time and asked me to pay Rs. 100, where as the fine was for Rs.200. I thought for 1 min and said I would be paying the fine now. He later asked me whether I was having all the valid documents, which I was... and said that the officer above him was not present in the location and would take some time like 5-10 mins to reach there as the Challan book was not with him. I said I'd wait.
Not even 10 secs and the person asked me to go without paying any fine or bribe.

I believe even when you are wrong, be ready to admit it and also be ready to face the consequences... no matter what...

Normally all people blame the government employees that they take bribes and nothing would happen if bribes are'nt paid.. That is the sound of laziness in the people who cant wait in the queue and start paying bribes to go of early tosome other works... or busy in their daily routines etc... but what they donot under stand is the no matter they pay bribe or not they have to wait in the queue of the people paying bribes or the straight normal one.. both of them taking its own time depending on the ration of the government employees to the current population in India where day by day every person is facing some or the other problems and has to repeatedly go to the same kind of queue again and again every where. And the most important thing, what they have to under stand is that the Public Servants are here to work for us and the work will be done today or tomorrow, depending on the queue here... and they are getting paid for it already, and they can survive with it even if we donot pay the bribes.

So in my opinion it the people who have to change first and get ready to wait in the queue... and if really some one is asking for bribes, please report to the higher authority and repeat it again and again if the hierarchy is in the same manner... but donot given in saying that every person is the same and give up and start paying bribes again.
