Corruption at sub register office (marriage certificate )

I had applied for marriage certificate. on 8th feb 2017 when i went to sub register office with all required document. after completion of every process along with normal fees i.e 140 rs they asked me to pay extra 200. i asked them what it is for . they gave some stupid reasons. i had to pay because if i dint i wouldn't got the certificate
