Forced to pay 500 rs for marriage registration

Inspite of having all necessary proofs(marriage pics it happened in 2009 march n parents accompanying us now in office)we r forced to pay 500rs just to get our work done else we have to run around that office for that certificate for a couple of weeks. as i work in chennai i cant come and verify whether my certificate is ready or not on every other day....
